Ordinances
Barking Dogs
- No
person shall own or keep an animal that excessively makes disturbing noises
such as barking, howling or whining. The keeper of such animal may be
summonsed to court and the disturbed neighbor is required to testify in
court regarding the manner.
Leash Law
- All
dogs must be kept on a leash or chain or behind a suitable fence when
outside of the residence of the owner or keeper. All dogs and cats are
required to have an Excelsior Springs animal license, which may be obtained
at the local vet or at the Finance Department located in the Hall of Waters.
Number of
dogs / cats - It
is unlawful for any person in charge of a residence to keep or allow to
be kept more than (2) dogs or (2) cats, for a total of (4) animals. No
other combination of animals is permitted.
Curfew - Minors
under the age of 18 are required to ovbserve a curfew of 10:30 PM from
Sunday through Thursday, and a 12:00 midnight curfew on Friday and Saturday.
Open House
Party - Is
shall be unlawful for an adult to allow an open house party to take place
where a minor is in possession of or consumes alcohol or illegal drugs.
Sale of tobacco
products to minors - It
is illegal to sell or furnish any tobacco product to a person under the
age of eighteen. It is also illegal for a person under the age of eighteen
to be in possession of any tobacco product.
Open Container
Law - It
is unlawful for any person to be in possession of any open container of
an alcoholic beverage on any public property or in any vehicle.
License Plate
Requirement - The
law requires that all vehicles parked or operated on any public street
or roadway or upon any public property display appropriate state license
plates. All motor vehicles, which are owned or operated by residents of
the city, are required to have a city license (sticker) displayed upon
the vehicle.
Parking (blocking
sidewalks / driveways) - It
is unlawful to park a vehicle in such a manner that it impedes or obstructs
any sidewalk or driveway.
Handicapped
Zones - It
is unlawful for anyone to park in a location designated for handicapped
parking without proper placard or license plate issued by the State of
Missouri.
Unnecessary
Noise - It
is unlawful to operate any sound producing or amplifying device that can
be heard outside of the building structure or vehicle in which it is located,
between the hours of 10:00 PM and 7:00 AM. Yelling and shouting which
disturbs the peace of another person between 10:00 PM and 7:00 AM is unlawful.
House Numbers
- Every
dwelling unit is required to display the building's address numbers near
the front entry door. The numbers are to be a minimum of four inches in
height.
