Peddler / Solicitor / Canvasser Ordinance

In 2003, The City of Excelsior Springs enacted Chapter 630 of the Municipal Ordinances regarding peddlers, solicitors, and canvassers.

The ordinance requires any peddlers, solicitors or canvassers in Excelsior Springs to complete a Peddler / Solicitor Application Form and be issued a city identification card that permits them to conduct their activities as requested on their application. The applications are submitted to the Excelsior Springs Police Department and background checks are completed on the applicants before identification cards are issued. Once the identification card is issued to the individual, that individual may conduct their door-to-door activities during the hours of 9:00 AM and 8:00 PM. The identification card must be worn on the individual's outer clothing and reasonably visible to anyone they may approach.

No-Visit List

Chapter 630 of the Excelsior Springs Municipal Code establishes a "No-Visit List" which is similar to the federal and state no-call lists. It essentially prohibits any peddler, solicitor, or canvasser from visiting, or leaving handbills or flyers, at any residence listed on the city's no-visit list. Any resident of Excelsior Springs may sign up for the no-visit list by completing the No-Visit List Application and submitting it at the Excelsior Springs Police Department, 301 S. Main St. The completed application may also be faxed to 630-4104.

In addition to the no-visit list, residents may choose to post "No Solicitors" signs prohibiting such visits. Any such sign must have lettering of at least 2 inches in height and be posted in an area clearly visible to peddlers, solicitors, and /or canvassers.

Violations

Any violation of Chapter 630 (Peddler Ordinances) is prosecuted as "trespassing" through Excelsior Springs Municipal Court. Anyone observing such violations is encouraged to contact the Excelsior Springs Police Department at (816) 630-2000 or the tips hotline at 637-TIPS.
